The owner of the dashboard can always add widgets to the shared dashboard. Similarly, if the permission settings for the receiver is ‘Can make changes’, the receiver also can add widgets.
When the person who adds a widget doesn’t connect a service account and adds the widget in preview format; another person in the collaboration list with ‘Can make changes’ permission can connect her/his account to the widget to show the team her/his account data.
